CIL EVANGELISTA is a movie talent manager, komiks editor, writer and publisher in the Philippines. In the late 1960s, he founded a komiks publishing company called Top Publication, which produced the so-called bomba komiks. Top Publication closed down as heavy censorship occured when President Marcos declared Martial Law in September 1972. However, after lifting it in 1981, he entered into a komiks scene again for the second time.
